The Challenge

U.S. Tobacco Cooperative sought to diversify its international market exposure and reduce dependence on its existing markets.

Diversification alone was not the objective. The organization needed an African market strategy: a view of which markets to prioritize, how to enter them, what regulatory requirements applied, how the offering needed to adapt locally, and how commercial relationships could be developed and sustained.

The challenge therefore moved from diversification to a structured path: African market strategy, market entry, regulatory navigation, localization, commercial development, and a sustainable market presence.

The Momentum Miles Approach

Momentum Miles structured the engagement as a progression rather than a set of separate services, moving from prioritization through to commercial development in each market.

01 — Market Strategy & Prioritization
Establishing which African markets offered meaningful potential for USTC and in what sequence they should be approached.
02 — Market Entry & Local Presence
Determining how to establish credible presence and representation in the priority markets.
03 — Regulatory Navigation
Identifying and progressing the regulatory requirements applicable to the product categories in each market.
04 — Product Localization
Adapting the offering to local requirements, formats, and market expectations.
05 — Commercial Development
Developing relationships with relevant partners and progressing opportunities toward commercial agreements.
Market Development

Market by market, from intelligence to activity.

Nigeria

Nigeria has become the most advanced market in the program, moving from market entry through regulatory and localization work into active commercial opportunity.

Progress to date

  • US$4M Nigerian opportunity opened
  • US$3M cigarillo opportunity opened
  • US$7M Nigerian identified pipeline

Opportunities continue to progress alongside continued regulatory and localization work.

Ghana

Ghana is being developed as part of the diversified West African position, with market intelligence, regulatory understanding, and commercial relationship development underway.

Kenya

Kenya extends the program into East Africa, with opportunity identification and local-market engagement supporting the assessment of commercial routes to market.

Egypt

Egypt forms part of the broader geographic scope of the engagement and continues to be evaluated alongside the current priority markets.

The Journey

From Market Entry to Market Development

  1. Strategy

    Which markets should we prioritize?

  2. Intelligence

What do we need to understand?

  3. Entry

    How do we establish ourselves?

  4. Regulatory

    What requirements must we satisfy?

  5. Localization

    How should the offering adapt?

  6. Relationships

    Who should we work with?

  7. Commercialization

How do we turn the opportunity into business?

  8. Sustainability

How do we build a diversified and durable market presence?

The Role of Market Visits
  1. Meet prospects
  2. Understand the business relationship
  3. Validate the opportunity
  4. Strengthen commercial trust
  5. Understand local realities
  6. Advance negotiations

The Broader Impact

The engagement has moved USTC from an intention to diversify into an active African market-development program with commercial substance behind it.

  • Opened commercial opportunities
  • Active negotiations
  • Regulatory progress
  • Product localization
  • Developing accounts
  • Future pipeline
Selected Outcome
What began as a need to diversify international market exposure has developed into an active African market-development program, with a US$4M Nigerian opportunity opened, a US$3M cigarillo opportunity opened, US$7M of Nigerian identified pipeline and more than US$10M in identified pipeline overall, alongside active commercial development across Nigeria, Ghana, Kenya, and Egypt.
